What does the Director of Municipal Services do?

The Department of Municipal Services is under the supervision and direction of the Municipal Services Director. The Director is responsible for all matters pertaining to the preparation and administration of a broad program for the orderly development of the community as determined by policies established by City Council, City the Planning Commission, and the City Manager.  The Director is also responsible for overseeing a code compliance program in accordance with the City Code.

The Director of Municipal Services overseas three department divisions - the Code Enforcement Division, the Building Division and the Engineering Division. The Director's responsibilities include:

The Code Enforcement Division

The Division of Code Enforcement is under the general direction of the Director of Municipal ServicesThe Division shall be responsible for the investigation of all alleged violations of City Ordinances and City Codes, which include the investigation of alleged ordinance and code violations related to City parking lots, signs, nuisances, offensive conditions, blight, garbage and rubbish containment, weeds, rodent control, dog pound, animal control and certain types of parking offenses. The Director is the Chief Code Enforcement Officer and as such the Director is authorized and empowered to issue and serve appearance tickets upon a person with respect to violations of the City Code where reasonable cause exists to believe that the person has committed a violation of a City Ordinance or City Code. 

The Building Division

The Building Inspector is under the general direction of the Director of Municipal Services. The Division is responsible for the issuance of all permits and the inspection of all work relating to construction of, or additions to, all buildings and structures in the City. The Division enforces the zoning, signage, and swimming pool ordinances of the City. They are responsible for all the work performed under the provisions of the electrical, plumbing, mechanical and building codes of the City and the safety inspection of all premises, including structures thereon. This Division is authorized and empowered to issue and serve appearance tickets upon individuals where reasonable cause exists to believe that the individual has committed an offense in violation of the City Ordinance or City Code. 

The Engineering Division

The Municipal Services Director oversees the Engineering Division and is responsible for the City Engineer and all matters relating to the construction of all the physical properties of the City, except as provided otherwise by City Code. The Engineering Division is charged with planning changes or improvements to the physical properties of the City as are consistent with and necessary to the future growth and development of the City. The Engineering Division performs engineering services for the City and its various departments when required.
